We are seeking a highly skilled, dynamic, self-motivated and experienced individual to join our team. The Chief Estimator will be responsible for overseeing all aspects of our bid pursuits.

Reporting to the Director of Operations, the Chief Estimator is responsible to establish and support the Estimating program in a nature that aligns to the overall Company Strategic and Business Plans. Win profitable projects that are set up for successful execution by our project teams while balancing risk, key stakeholder relationships, business needs, utilization of technology, collaboration, and team dynamics.

Based in either Conception Bay South, NL or Corner Brook, NL the selected individual will have the following responsibilities:

• Champion JCL Investments’ HSE programs and initiatives.
• Assist in the identification and evaluation of opportunities and make recommendations to the executive team.
• Ensure that we have consistent processes in the preparation of the final tender documents for submission to client.
• Ongoing monitoring and maintenance of the estimating software program (i.e. B2W).
• Assist in leading the pursuit teams for all types of project deliveries including traditional Bid-Build (Cost Reimbursable, Lump Sum and/or Unit Price), Design-Build and P3 projects as assigned.
• Monitor pursuit schedule and ensure that active project pursuits in are accurately included.
• Consult with the pre-construction team regarding pre-qualifications for our client base and the estimation of large pursuits.
• Contribute to securement of new contracts. Where applicable, be responsible for maintaining contact and developing opportunities with assigned clients.
• Develop a robust project transition procedure between the pursuit and project execution teams.
• Establish and maintain strategic relations with customers, subcontractors, suppliers, and other stakeholders as required. Engage in collaborative business relationships.
• Support risk management processes and strategies with respect to the projects we elect to pursue.
• Work with teams to prepare a risk register on a component-by-component basis summarizing all identified potential risk items. Included are related costs, schedule impacts and a suggested mitigation plan inclusive of alternate means and methods to assist in the reduction of the identified risk items.
• Review pursuits with company Risk Management team and implement risk management actions as required.
• Demonstrate positive leadership qualities and apply them to the work environment.
• Commitment to the structured development of leadership, enhancing the talent quotient and the ongoing effectiveness of succession planning
• Training and development for a team of skilled professionals; coaching and mentoring as required.
• Identify and attract critical talent.
• Champion all business excellence projects and initiatives.
• Enforce and promote the Company’s Quality Assurance Program.
• Travel to project sites as required.
• Other duties as assigned.

Qualifications:

• A Civil Engineer or Civil Engineering Technologist with 10 plus years’ experience managing a similar department.
• Excellent leadership, organizational and multitasking abilities.
• Highly developed influencing and negotiation skills.
• Highly developed written and verbal communication skills.
• Effective communication and interpersonal skills.
• Ability to work well under pressure and in a fast-paced environment; can work within tight deadlines and can prioritize work to achieve them.
• Strong analytical skills.
• ISO, LEAN or SIX SIGMA certifications are an asset.
• Valid driver's license and clean driving record.
